They’ve got premises and and a business to run. The man on eBay is probably working in his shed and or garage, and , dare I say, it not paying business rates, vat , insurance, wages, national insurance and tax. Not to mention depreciation and maintenance on the grinder. Even a bit of profit!

Take a pic with the tank in position – and the throttle cable so that we can see whether it’s connected at carb level or down at the lower end of the tank support bracket. It would also help to know what machine the engine is fitted to, one of us may be familiar with that particular set up. I’ve worked on dozens of 5hp 13 series horizontal crank BS engines but to be of specific assistance we need to know your application.
Don’t write off the possibility that there may be someone not far from you who can help you. Have you joined the VHGMC, it may surprise you .

Unfortunately the first image is rather out of focus and it’s not easy to see what’s what. The second two are duplicates and not helping much.
Can we have a general view of the tank and carburettor showing as much linkage as possible – not too much of a close up so that we can see the relative positions of the linkages.
Where abouts are you located; it’s possible that a club member may be able to assist.

I regularly overhaul neglected Marquises with seized rear rollers and have developed a method using a few homemade tools. Most seizures result either from no lubrication at all or from being greased which has dried out in the roller bearing passages and prevents further lubrication. The roller bearings should ONLY BE OILED , not greased.
Remember that you are dealing with old cast iron, and act accordingly!
    My method.
Cut the ned out of a 25l drum ,fill 2/3 full of diesel or kerosene.
Gently lower in the roller and top up to cover.
    Leave for a week
Remove roller and secure one end leaving the other end to be turned. NOT by a bar poked through one of the lubricator access holes.
Try turning the free roller and work it back and forth while pulling it outward. Once it is free and off the shaft the battle is half won!!

Apologies for duplication of images but I cant find out how to remove it in edit!

OK , so January 1982. Any chance of an image or two ?

You’ve given the model and type numbers – fine, but pls add the final code number which will date the engine. Trouble is that there are so many variations which can be difficult to follow in the manuals. The code number may help.
Also, if you are able to post an image showing the carburettor and fuel tank assembly it may help with identification. What machine is it powering?

Going back to your first post and your search for Stoic parts, and in particular a rear wheel, there is a possible pitfall. There were three models of Stoic, 3.5hp push, 5hp push and what you have 4hp self-propelled ( power driven). So, if you are looking for a donor machine for a rear wheel , it needs to be a Self-propelled one so as to get the correct rear wheel which will incorporate two sprag bearings to transmit the drive.

It should drive on both rear wheels. With the chain running in line the sprocket should drive the solid axle running across the back of the machine and driving both wheels via sprag bearings pressed into their hubs. The sprag bearings grip the axle to propel the machine forward but allow it to be pulled back in use. If the cross axle is turning but the left hand wheel isn’t , either the sprag bearings ( two in each wheel) are shot or have been incorrectly fitted in the wheel . The bearings are an off the shelf item – not a specific Stoic part.

Briggs flywheel keys. From the 1983 Service Update Seminar. In standard form the Stoic had a carrier disc with three rigidly bolted blades. The carrier disc was fitted to the engine crank via a hub with two protective “Ferrodo” friction discs and clamped with a bellville washer.
I believe that some commercial users replaced the disc with a bar blade that may have been borrowed from the Hayter parts bin.

A rare beast looking in exceptionally good condition complete with the even rarer “coffee grinder starter”. When I started my business in 1981 they were almost extinct and when I retired in 2012 – non existent .
    Look after that one !

That’s how I would expect it to be as the “second shaft” would have been removed when the engine was specified for cable operation. Your “ pre loaded” spring is the governor spring which deals with variation of power demand while the machine is working . Just set the tension on that spring to give 3000 rpm at full no load throttle. In use the governor will look after variations in power demanded by changes in soil conditions while working. Always assuming that the internal governor mechanism is working .
Before jumping out of the fat into the fire with an engine swap, perhaps you should seek some local assistance from someone familiar with small horticultural engines. It could well be that what you see as a problem is quite normal for an unfamiliar setup. There may well be a VHGMC member in your locality who will assist you.

From your model and type numbers it appears that the correct part number for the governor spring is 260902, and the top no load setting should be 3000 rpm.
The 260902 is shown as still available with a retail price of ÂŁ8.16 inc vat.

Section 5 of the manual, page 25 of the section shows using a simple home made tool to “ tweak” the spring anchor. A piece of 8mm rod with a slot cut into one end and an L bend to aid controlled tweaking.8

`The governor spring is shown on that fig 56.
Re your comment about no getting full throttle – butterfly wide open. Being a governed engine it will not be wide open if it’s reached its governed speed. The engine Type number will give the governed speed for your application. If I get a mo, I will dig out the appropriate micro fiche – and the reader – and post the correct speed later; probably between 2800 and 3000. Even with the correct spring it may be necessary to tweak (bend) its anchor to get the exact setting. It’s covered in the manual.
Don’t be too hard on BS. Their service info and training was up with the best for the industry and was free to their appointed dealers, unlike some manufacturers who expected us to pay for the privilege .
