The wire you’ve highlighted goes to the points ,(in this instance directly onto the end of the condenser) the other uninsulated wire is Earth. Try wiring it up correctly , make sure your points are clean and set , and see if you have a spark.
A modern replacement magnetron coil should be available , which will eliminate the need for points and condenser.

Another option is to try some of the Govt surplus stores , those that have been going for some time bought hundreds of these , and numerous spares..well worth a try.
Yes , very interesting reading , particularly the Atco tractor piece.Many years back I rebuilt an engine from one , the owner had just about every attacment with it.
Coils are readily available online , personally I would opt for a Magnetron version , does away with points and condenser , I’ve used the aftermarket ones and they appear absolutely fine.
Does your man really think that piston is repairable , from the photos I would say it’s a bit unlikely , it’s the breakage between the ring grooves that would concern me most. Were it a fourstroke , then yes there are ways you could have gotten round it.
