I think the problem is NOVA is HMRC trying to make sure the correct duty has been or is paid on any import. When trying to register an old vehicle with the DVLA it needs to go through the NOVA process as they do not know if it is an old or new import, you may have imported an old vehicle. You will need to complete the paper form not the online NOVA form.
Meadowfield, I think the rules have changed since you got yours registered if I have read correctly. Again there is information about this on the FBHVC website.
I have an idea it may be screwed on. Is this the pulley that moves to take up slack in drive belt acting as the clutch? If so the photo below will reveal what I mean. This shows the jockey wheel operating arm and what the large pulley fixes to. You will need to split gearbox to get to the flats on the inner face of the screwed part. Cant remember but looking at photo it could be left hand thread.

Alan, thanks for confirming identity of engine, fortunately I have the manual for that one already in my collection. Although it is an early book showing magneto ignition and Villiers or AMAL carbs.
