Help identifying old lawn mower

Hi Everyone,
I would be extremely grateful if anyone could help identify this old lawnmower.

I apologise for the poor phots, but hopefully someone will recognise the make and model.

The front roller has been replaced and handles are not original colour.

The is quite a distinctive additional bar which holds the electric cable, hope you can make this out.

There doesn’t seem to be any makers mark anywhere on the mower.
