What make is this vehicle-can it be used on road

What make is this vehicle,when i got it i was told Trackgrib but can find no reference to that on google,the engine is missing and the seat but is otherwise complete and in good nick,i would like to get it back to original-can it be registered to use on the road

Registering it for road use will involve filling in various forms and supplying information such as date of manufacture etc to the DVLA. Have a look at their website for full details.
